General Information
To establish a player city the player needs to get a City Hall deed. Members of the Architect profession can craft this deed. There are versions of the City Hall for architectural styles common on Corellia, Naboo, and Tatooine. Make sure you find a wide open, unobstructed area to build your city in. A successful city will maximize the amount of buildable territory, so that as many players as possible can participate in the city. If you build your city too close to a lake or sea, part of your city's influence will be over the undevelopable water.
After the City Hall has been placed, the mayor can choose a name for the city. The name has to be unique to the planet it is placed on. The mayor now has 24 hours to get 10 citizens in his or her city. If this deadline is not met, the City Hall will destroy itself. Note that City Halls can not be redeeded, so make sure you've found a good location for your city before you place the city.
Requirements
A short to-do list for starting mayors:
- Get the Novice Politician skill
- get a City Hall deed suitable for the planet, player cities can be founded on the following planets:
- An empty spot on the planet surface, no closer then 900 meters to another City Hall or 450 meters from a normal city.
Ranks
A player city's size and strength is represented by a rank. As more players declare the city as their residence, the rank increases, the city's radius of influence increases, and more types of structures become available to the mayor.
There are five city ranks:
- Outpost
Requires 10 citizens and grants a city radius of 150m. At Rank 1 the city is allowed to have Small Gardens, Mission Terminals & Skill Trainers placed.
- Village
Requires 20 citizens and grants a city radius of 200m. At Rank 2 the city is allowed to have a Bank, a Garage and Medium Gardens placed as well as player-placed Cantinas; you can also begin to set taxes at this level.
- Township
Requires 35 citizens and grants a city radius of 300m. At Rank 3 a Cloning Facility and Large Gardens may be placed as well as player-placed Hospital.
- City
Requires 55 citizens and grants a city radius of 400m. At Rank 4 a Shuttleport may be placed as well as player-placed Theaters.
- Metropolis
Requires 85 citizens and grants a city radius of 450m. At Rank 5 Exotic Gardens may be placed.
Management
Player City administration is performed using the City Management Terminal which is located in the City Hall.
The city boundaries are measured from the designated coordinates for the city hall and are circular. The radius of the city grows each time the city gains a new rank. Cities that are rank II can be registered on the planetary map if the mayor has the requisite skill. City names can be changed at any time through the city terminal.

Taxation
A Mayor can set taxes once the city has reached the level of Village. Until that point the city must survive on donations alone.
There are 3 types of taxes that Mayor can use to raise funds for the city's upkeep
- Property tax - a percentage added to each structures maintenance
- Sales tax - a percentage added to any items offered for sale on a vendor within the city limits
- Citizen tax - a fixed amount deducted from each declared citizens bank account during the weekly update
Maintenance
- Outpost: 35,000 credits per week
- Village: 60,000 credits per week
- Township: 85,000 credits per week
- City: 110,000 credits per week
- Metropolis: 135,000 credits per week
Specialization
- Cloning Lab:
Required skill - Martial Policy II
80,000 credits per week.
Reduces clone insurance cost by 20%.
- Entertainment Center:
Required skill - Civic Policy III
80,000 credits per week
Entertainer healing is 10% more effective in Cantinas and Theatres.
- Improved Job Market:
Required skill - Civic Policy IV
80,000 credits per week
20% increase in rewards from missions taken within the city.
- Industrial Society:
Required skill - Master Politician
200,000 credits per week
Grants the city the combined bonuses from both Manufacturing Center and Research Center.
- Manufacturing Center:
Required skill - Fiscal Policy III
50,000 credits per week
Adds a 10% bonus to assembly results.
- Medical Center:
Required skill - Civic Policy III
80,000 credits per week
Healing and Buffs in the Medical Center is 10% more effective.
- Research Center:
Required skill - Fiscal Policy IV
125,000 credits per week.
A 15% bonus is applied to the final result roll is added during the experimentation phase of crafting.
- Sample Rich:
Required skill - Civic Policy IV
70,000 credits per week
Gain a 20% bonus to resources gathered while sampling and gain a 10% chance of finding resources.
- Stronghold:
Required skill - Martial Policy III
150,000 credits per week.
Militia members in a Stronghold get a +50 bonus to all defense rolls against other players (PvP).
Elections
City Update Times
Mayor Race: 3week
City Update: 7days
If no one challenges the mayor for the job, the mayor is automatically re-elected. If there is opposition, the mayor receives an email informing them of the fact. In the case of a tied vote, the mayor retains their position. If the incumbent mayor loses, all mayoral powers are automatically transferred to the new mayor. If the new mayor has no skills trained, structures placed by the former mayor will remain, but additional structures cannot be placed by the new mayor until they have gained the requisite skill.
