Well there's a whole backstory and reasoning behind that.

First, obviously the media can't report every incident in the countries/zones you mentioned.

Second, and I say this with the chance of outing myself, most of the places you've mentioned live under martial law. People can do almost what they want, because what people don't see, they don't feel sorry for.

In the UK, or any other western countries, this sort of behavior is extremely socially unacceptable, and thus a case is blown out of proportions, when it does happen. Sure it's terrible no matter if it happens in the UK, Ghana or Guatamala. But countries deal primarily in domestic cases, seing as they affect their target group the most. And it's impossible to help everybody anyway.
